However, behind the excellent "report card", China's foreign trade and economic environment is more complicated.

Some countries have frequently applied pressure on China, such as RMB exchange rate, independent innovation, new energy policy, intellectual property protection, investment environment and rare earth export.


"China's frictions are spreading from developed countries to emerging and developing countries, and the products involved extend from traditional labour intensive textiles and chemical products to new industries such as energy, electronics and information technology."

Zijin Mountain said.


The global trade frictions Research Report (2010) released on 17 shows that with the recovery of the world economy, the number of Global trade remedies has declined significantly since 2010, but the trade survey launched on China continues to show a high trend. Meanwhile, the frictions in the form of intellectual property and technical barriers are also increasing.


Yang Yi, director of the Ministry of Commerce's Industry Injury Investigation Bureau, said that in the first half of this year, 69 anti dumping investigations were launched by the members of the world trade organization, and 5 countervailing investigations were down 29% and 44% respectively compared with the same period last year.


Data from the Fair Trade Bureau of the Ministry of Commerce showed that in the first 11 months of this year, China experienced 56 trade relief investigations initiated by 19 countries or regions, involving 7 billion dollars.

In addition, the United States has launched 337 intellectual property rights investigations in China, 19, and 1 in 301.


According to the report, China's "focus" on the global trade remedy survey is partly due to the lack of momentum in the world economic recovery and the short recovery of international market demand. On the other hand, the European and American countries have put forward the strategy of "reinvigorate the real economy", "re industrialization" and "industrial return". The new mercantilism that combines import substitution and export promotion is prevailing, and the market competition is more intense.


The report predicts that, on a global scale, the debate on rules game, institutional competition, public choice and exchange rate will become the main feature of trade friction in a certain period of time.


At the same time, the report suggests that, with the fluctuation of consumer confidence and the potential withdrawal of national economic stimulus policies, the global market uncertainty will increase, and the major economies will take into account their interests and development trends. Trade frictions will become normal in a period of time.


It is noteworthy that China is still cautious about taking the initiative to take advantage of the WTO dispute settlement mechanism compared with the developed members of the WTO.

According to the report, as at the end of 2009, China launched 6 disputes in WTO, 17 cases were reported, and the appeals index was only 0.35, which is the lowest among the members of the income level or of the economic scale.


China should passively take the initiative, actively participate in global economic governance, and make bold voices in the formulation and application of international economic and trade rules, said Huo Jianguo, President of the Ministry of Commerce.


Zijin Mountain said that in the face of the increasingly severe external environment, China will seek to establish a coordination mechanism between trade relief measures and industrial policies, processing trade and other policies, improve the industrial safety guarantee system, safeguard the legitimate rights and interests of domestic enterprises, and actively promote dialogue and communication between Chinese industry and foreign industries, and strive to resolve trade frictions through industry cooperation.
