Members said that in order to help consumers make better choices, products should be clearly marked.

Country of origin

On Wednesday (September 29, 2010), members of the European Commission of the International Trade Commission adopted a proposed EU system regulation on the symbol of the country of origin of imports from third countries, which allowed the designation of the country of origin in English within the EU and ensured that it was only applicable to products sold to the final consumer.

In addition, members of the European Parliament also advocated the implementation of unified and coordinated punishment measures.

The proposed EU regulation was adopted by 19 votes in favour, 2 votes against and 2 abstentions to ensure that consumers correctly understand the origin information of products and protect consumers from possible health risks, forgery and unfair competition.

The main contents are as follows:

The word "Made in" should be tagged together with the name of the country of origin, in the language of "easy to understand consumers".

In addition, members of Parliament added an amendment as an alternative to allow the use of English anywhere in the EU.

For most goods, the country of origin must be identified unless the logo will damage the product or cannot be labelled for technical reasons.

If the product has been packaged, the country of origin logo should be marked on the packaging and goods.

The regulations are approved by the Committee and are applicable only to products sold to the final consumers.

It does not include fish and aquaculture products or food, nor does it involve products originating in the European Union, Turkey, Norway, Iceland or Liechtenstein.

The list of products covered includes glassware, textiles, tools, screws, faucets, medicines and furniture.

The committee may expand the list in the future.

The committee's proposal does not provide for a coordinated system of offending penalties.

Members of Parliament emphasized that the committee must propose minimum standards for penalties, which apply equally to all Member States.

Once the legislation is approved by the Parliament and the Council, the regulation will be implemented in all Member States after one year's publication of the official communique.

Members of the European Parliament also revised the draft regulations to request the committee to study the effectiveness of the regulation within 3 years after the entry into force of the law.
