Recently, affected by the epidemic, it is difficult for agricultural means of production enterprises such as seeds, fertilizers, pesticides and agricultural films to resume production, transport and enter villages and households, and some distribution points of agricultural means of production have not yet opened. In order to implement the spirit of the work deployment meeting on the coordinated promotion of COVID-19 epidemic prevention and control and economic and social development and the requirements of the executive meeting of the State Council, do a good job in the supply of agricultural materials during the epidemic prevention and control period, and ensure the spring cultivation production, the relevant matters are notified as follows.

　　 1、 Fully understand the importance of ensuring the supply of agricultural materials for spring ploughing production. This year is the year to achieve the goal of building a moderately prosperous society in all respects, and the year to end the battle against poverty in all respects. Stabilizing grain production and promoting farmers' income are of special significance for maintaining the overall economic and social situation. At present, spring ploughing is gradually carried out from the south to the north. There is no waiting for people in farming time. Once the opportunity is missed, it will not be made up. All localities should strictly implement the decisions and arrangements of the Party Central Committee and the State Council, divide small control units and take differentiated measures according to the requirements of the epidemic prevention and control zoning and hierarchical and precise policy implementation, and strive to achieve the "two hands" and "two no mistakes" of epidemic prevention and control and spring plowing and preparation, so as to ensure that spring plowing has not been moved and agricultural materials have taken the lead, highlight the "last mile" problem of agricultural materials transportation and marketing, and ensure the supply of agricultural materials for spring plowing.

　 2、 Promote the resumption of production of agricultural means of production enterprises. It is necessary to quickly investigate and master the resumption of production of key agricultural means of production enterprises such as seeds, pesticides, fertilizers and agricultural film, make overall plans for the resumption of production by classification and batch, coordinate with departments such as industry and information technology to solve problems such as equipment, labor, raw materials and auxiliary materials, and promote the resumption of production of agricultural means of production enterprises. Cooperate with relevant departments to implement policies such as refinancing, interest discount and tax reduction. Guide enterprises to implement the requirements of the Guidelines for Prevention and Control Measures of Epidemic Situation in Enterprises and Public Institutions after Resumption of Work, coordinate the solution of prevention and control materials, urge enterprises to do a good job in safety protection and ensure production safety. For enterprises that cannot return to work and production normally due to lack of labor force, we should help them to do a good job of labor substitution plan and strengthen the docking of labor supply and demand between regions.

　 3、 Open the agricultural means of transport channel. Cooperate with relevant departments to open up green channels for agricultural means of supply enterprises and agricultural means of transport vehicles, and coordinate logistics enterprises to increase the transport capacity of urgently needed agricultural means of supply. In accordance with the principle of meeting emergency needs, priority should be given to a number of leading agricultural means of production enterprises with strong supply guarantee capacity, standardized production and good reputation, and relevant qualification certificates should be issued, and relevant departments should be coordinated to issue round-trip permits for agricultural means of transport. It is necessary to create conditions, organize and open the "direct train" for agricultural means of transport, and take measures at different levels to ensure smooth transportation of agricultural means of transport and raw and auxiliary materials. It is necessary to coordinate with relevant departments to implement the State Council's policy of giving appropriate subsidies to carrier enterprises and car owners. If the agricultural means of production enterprises report that the transportation of agricultural means of production is blocked, relevant departments should be coordinated to solve the problem.

　　 4、 Promote the opening of agricultural material stores. We should actively coordinate the opening of agricultural means of production stores according to local conditions. Low and medium risk areas should resume normal business as soon as possible while taking necessary prevention and control measures. We should encourage agricultural means of production distribution stores to make contributions to agricultural means of production insurance on the premise of doing a good job in epidemic prevention and control. It is necessary to innovate sales methods, make full use of e-commerce platform, WeChat, telephone, 12316 and other channels to carry out supply and demand docking, and ensure the normal sales of agricultural materials. We should give full play to the role of the national supply and marketing, postal and other systems, and the agricultural means of production management systems of state-owned enterprises such as Sinochem, ChemChina, and China Agriculture Development Group.

We should give full play to the functions of agricultural technology extension systems at all levels and modern agricultural industrial technology systems in the selection of varieties, information scheduling, supply and demand docking, organization and implementation, and technical guidance in the process of ensuring the supply of agricultural materials. Effective measures should be taken to guide agricultural means of production enterprises, dealers and new agricultural operators to carry out "point-to-point" transportation and "point-to-point" services by means of telephone reservation, operator's independent distribution and delivery of goods to designated places, so as to ensure that agricultural means of production can be delivered to farmers in a timely manner. We should create conditions, give full play to the role of new agricultural business entities such as farmers' professional cooperatives, family farms, and large growers, and implement unified procurement and fixed-point distribution to open up the "last mile" of agricultural materials entering villages and households. In areas with high epidemic risk, under strict control, we will make overall plans to prevent and control the epidemic and ensure the supply of agricultural materials. According to the epidemic situation and the urgency of agricultural demand during farming hours, we should formulate an emergency distribution plan for rural agricultural materials to ensure supply, and implement it to ensure immediate distribution of agricultural materials.

　 6、 Strengthen market supervision. It is necessary to coordinate with relevant departments, organize administrative management, comprehensive law enforcement and technical support, and strengthen patrol inspection. We will crack down on the illegal and criminal acts of substandard quality, fake brands, manufacturing and selling fake products, driving up prices, and infringing on the interests of farmers, and expose typical cases in a timely manner. It is necessary to innovate the supervision mode, focus on it, adopt the method of household check, implement the linkage between inspection and punishment, link up the execution of punishment, strictly and quickly investigate and deal with according to law, and resolutely maintain the normal circulation order of agricultural materials market.

The Ministry of Agriculture and Rural Affairs, in collaboration with the departments of industry and information technology, transportation, market supervision, supply and marketing, has set up the National Emergency Dispatching and Supply Guarantee Group for Spring Cropping Means of Agriculture. All provincial agricultural and rural departments should cooperate with relevant departments to establish a coordination and emergency response mechanism, clarify the responsible leadership, set up an open hotline, strengthen information scheduling, and timely solve the outstanding difficulties and problems in the provincial agricultural material guarantee and supply. It is necessary to strengthen inter provincial coordination and cooperation, and report the major needs, key issues, important work progress and suggestions to the National Spring Cropping Agricultural Means Emergency Dispatching and Supply Guarantee Team in a timely manner.
