According to the WTO/TBT agreement (World Trade Organization Technical Barriers to trade agreement), WTO members have the right to make the necessary technical trade measures (technical regulations, standards and conformity assessment procedures) to ensure that they achieve their legitimate objectives, and should be forwarded through the WTO Secretariat before the draft is formally formed and formally approved so that other interested members will be aware. Therefore, timely attention to WTO/TBT notifications and early handling of technical trade measures will help enterprises and industries to develop with high quality, avoid international trade risks and enhance the competitiveness of the international market.

China is the largest textile producer, exporter and consumer in the world. Textile production accounts for more than half of the world's total, and the international market share exceeds 1/3 worldwide. In 2019, our export garments and accessories were US $151 billion 367 million 600 thousand, accounting for 6.06% of the total exports of goods.

Jiangsu Institute of quality and standardization combed the WTO related TBT bulletin issued by WTO in 2019 for reference.

Number of notifications

In 2019, a total of 21 WTO members issued 190 TBT bulletin about textiles, of which 82 were routinely notified, 104 were added, 3 were errata, and 1 were revised.

Notification products

From the point of view of the products, 127 are related to textile, clothing and fiber products, and 46 are footwear and footwear products.

Notification state

From the notified countries, the number of developing countries such as Africa and South America has been more informed. 5 countries, including Kenya, Uganda, Burundi, Rwanda and Tanzania, have issued 146 reports, accounting for 76.84%.

Reasons for notification

The most important reason for issuing the textile TBT notification in 2019 was "quality requirement" (29.71%), followed by "prevention of fraud and consumer protection" (22.29%), "consumer information, label" (21.33%) and "protection of human health or safety" (14.67%).

In the field of textile and garment industry in 2019, a large number of TBT notifications were issued by countries such as Africa and South America on the grounds of quality requirements, consumer protection, labels and so on, far exceeding that of traditional developed countries.

It is suggested that China's textile export enterprises pay close attention to the textile TBT notification information of emerging markets such as Africa and "along the road", grasp the technical regulations and standard dynamics of relevant products, establish a sound trade barrier to deal with the early warning mechanism, and ensure the smooth export of products.
