Fujian Government Releases 27 Innovative Initiatives In FTA Pilot Area

The Fujian free trade zone has launched 27 innovative initiatives, involving cross-border electricity providers, among which 8 initiatives are the first in the country.

At the press conference, the head of Fuzhou customs introduced 4 measures, namely, developing the express mail business to Taiwan, establishing the verification mechanism for the certificate of origin, simplifying the CEPA and ECFA certificate of origin, submitting the demand, and relaxing the direct pport standard.

Among them, simplifying the demand for CEPA and ECFA certificate of origin, has been deducting 2 million 444 thousand and 300 yuan tax for enterprises since its implementation in May 5th.

In the past, the consignee or agent of imported goods under CEPA and ECFA must issue certificate of origin when applying for preferential tariff treatment. Enterprises must go to Hong Kong, Macau and Taiwan to process paper materials, which will be time-consuming and laborious.

Nowadays, as long as the customs receives the "electronic version" of the certificate of origin pmitted by the exporter, it can directly go through the relevant formalities, save the cost of sending certificates and the time in pit, and improve the efficiency of customs clearance.

Fuzhou customs official said: "this initiative can not only benefit more than 600 enterprises inside and outside the province, but also attract more goods under ECFA and CEPA from the Fujian FTA pilot area."

In terms of inspection and quarantine, there are 3 innovative initiatives pioneered across the country, namely, cross border innovation.

Efficient and convenient regulation mode, Taiwan fishing boats self declaration of aquatic products are exempt from the hygiene certificate issued by the competent authorities of Taiwan, and the "unified declaration, centralized inspection and batch release" mode for aquatic products imported from China ASEAN aquatic products exchange.

Zhu Xiaonan, deputy director of Fujian entry exit inspection and Quarantine Bureau, said that a more efficient and convenient mode of inspection and quarantine supervision has been established in cross-border e-commerce. "If it is an order placed directly under a foreign website, we will only quarantine the goods without testing."

If a foreign seller sells the goods to the domestic electricity supplier, the goods can be kept in the special area for centralized inspection.
