Universal Preferential Treatment Excludes Non Feather Sleeping Bags In The United States

The United States Trade Representative Office (USTR) announced the results of the review of the Generalized System of Preferences (GSP) and the African Growth and opportunity law (African Growth and Opportunity Act) in December 29th last year (2011). GSP is the most important trade concession in the United States, mainly to help developing countries, allowing their eligible products to avoid tariff entry into the US market.

GSP originated in the 1974 trade law. Since then, sensitive industries such as textiles have been excluded from the GSP project and sleeping bags have been included in the GSP project since 1992 no longer regarded as import sensitive products.


The press release issued by USTR on the results of the public announcement said that "President Obama excluded specific non feather sleeping bags in the GSP project, because it is an imported sensitive item for GSP".

In recent years, non feather sleeping bags are the most popular GSP products, mainly because Sessions members resisted the GSP update in 2010 last year because they could not exclude sleeping bags from GSP projects.

The GSP was invalid until the end of the year of last year, until the completion of the update in October last year. The validity period of this GSP update is not until July 31, 2013.
