Since July this year, the EU has implemented the 2009/425/EC directive, thus officially restricting the consumption of products.

The directive 2009/425/EC stipulates that since July 1, 2010, the EU has restricted the use of three butyltin and three phenyl tin compounds in all consumer goods, and the limit requirement is that the mass percentage concentration of tin content in commodities is less than 0.1%. If the detection exceeds the standard, the batch of consumer products will be subject to a recall or severe recall penalty.


The organotin compounds concerned in this directive include three butyltin, three phenyl tin compounds and two butyltin and two octyltin compounds, of which the first two are officially started in July 1, 2010, and the latter two are January 1, 2012.

The above four organotin compounds are widely used in consumer products, such as the insole of shoes, antibacterial finishing of socks and sportswear, additives in the process of polyurethane foam production, stabilizers in the production process of PVC or catalysts in the production process of silicone rubber.

According to statistics, in the actual production process, the 10%~20% in tin production all over the world is used to synthesize organotin compounds.

Moreover, organotin compounds are harmful to organisms and cause diabetes and hyperlipidemia.


According to statistics, in the first half of 2010, the total number of goods exported from Ningbo port to the European Union amounted to 62413 batches, which was 1 billion 572 million US dollars, compared with the same period in 2009, which increased by 27% and 26.6% respectively, showing a good upward trend. The main fist products include textiles, toy products, food contact materials and so on. These items may be added in the production process.

Organotin

Compounds, if the products of these potentially organotin compounds fail to pass the test to the European Union, may result in large-scale returns and recall. This will seriously affect the reputation of "made in China" in the European Union and will eventually cause an unexpected and malignant result to China EU trade, which is in the process of gradually warming up.


The management of the process requires that the raw and auxiliary materials suppliers provide the test report that does not contain organic tin compounds, and actively improve the processing technology to ensure that the whole production process does not add organotin compounds. Second, the relevant enterprises should actively cooperate with the government departments to acquire more knowledge of toxic and harmful substances detection technology and testing standards, and strengthen the enterprise's technical reserve work; third, the inspection and quarantine departments should intensify the sampling inspection work for the relevant organics and tin compounds, so as to ensure effective supervision; besides, the inspection and quarantine department can also strengthen the information exchange and effective cooperation with the European Union in the management of toxic and hazardous substances at the international level, and grasp the development trend of the latest standards of toxic and harmful substances abroad, so as to enable enterprises to carry out various technological innovations and management changes. To this end, the inspection and quarantine department reminds us: first, manufacturers of European consumer products should strengthen raw materials and production.
