The Customs And Border Protection Agency Of The United States Classified Textile And Clothing Imports As The Premier Trade Issue In 2008.

 

The US customs frontier Protection Bureau said on its website that the following priorities are priorities for the 2008 fiscal year: import of textiles and clothing, collection of anti-dumping and countervailing duties, improvement of the efficiency of trade fraud punishment procedures, enhancement of import safety, reconnaissance and prevention of agricultural terrorism and bioterrorism, and effective internal control of its financial reporting.

1. textiles and clothing

Customs border protection bureau points out that importers use various methods to avoid tax liability and quota restrictions, including illegal pshipment of goods, incorrect product information, false documents or labels.

The Council will continue to adopt a multi pronged strategy to strengthen law enforcement and tax collection efficiency, including the use of trade pattern analysis, field assessment, inspection of production records, auditing and laboratory analysis.

2. import safety

Ensuring the safety of imported goods is still one of the priorities of the customs border protection agency this year.

The Council hopes to expand its partnership network and develop a model through close cooperation with other government departments, foreign governments and trade circles, and to enhance the level of automation and information sharing to assess the risks and provide greater protection for us consumers.

3. collect anti-dumping and countervailing duties.

The customs and Border Protection Bureau admits that the nature of the anti-dumping and countervailing mechanism itself affects its ability to collect anti-dumping and countervailing duties.

The Council will adopt a coordinated and systematic way to promote legitimate trade, reconnaissance and defence industry to circumvent anti-dumping / countervailing regulations, and timely liquidation of pactions to determine the final tax payable.

4. agricultural terrorism and bioterrorism

The customs border protection bureau's agricultural trade strategy is designed to prevent intentional pollution of agricultural products and damage the public or the economy of the United States.

The Bureau hopes to assess risks and prevent biological, chemical and radioactive pollution without hindering the legitimate trade process. Its agricultural trade strategy is based on the following principles: (1) reconnaissance and prevention of agricultural terrorism and bioterrorism; (2) reconnaissance and prevention have accidentally brought pests or diseases into the United States, causing harm to the public, agriculture or the economy; (3) reconnaissance and prevention have accidentally introduced the agricultural products and foods contaminated with impurities, contaminated or unsafe to the United States; (4) promoting international legal trade and implementing trade supervision legislation, and strengthening the protection of the US economic security.

5. trade fraud punishment procedures

The purpose of the trade punishment strategy is to improve the effectiveness of trade fraud punishment procedures, to implement trade compliance measures outside the traditional commercial fraud penalties, and to put trade fraud prevention resources into important trade matters.

6. financial monitoring

The customs border protection bureau is committed to improving the internal monitoring efficiency of import duties. For this reason, the Bureau will endeavour to ensure that internal operations and controls can effectively reduce the risk that may affect its tax procedures.

Ahearn, deputy director of the customs and Border Protection Bureau, mentioned a number of important homeland security issues at the recent hearing of the House Appropriations Committee, including checking all containers entering the United States, and the progress of the "Customs Trade anti terrorist alliance" and the "Global trade information exchange" plan.

Ahearn said that from the first 3 pilot ports (the port of Cortes in Honduras, the port of Pakistan in Pakistan, the port of England) and the implementation of the safe freight initiative plan, it is feasible to check the shipping containers sent to the United States, but 100% inspection of containers has great challenges and high costs.

He believes that it is only worth investing in high-risk trade corridors that the United States pays for foreign containers.

As for the global trade information exchange plan, he said the scheme is not mature at present and it is not an ideal way to use the limited resources of the Bureau for the plan.

The customs border protection agency is still studying the "10+2" security plan which requires additional information from importers and shipping companies to assess the benefits of this measure.

According to Ahearn, in the fiscal year 2009, the customs border protection bureau will strive to strengthen cooperation with the "Customs Trade anti terrorist alliance" member companies to maximize the influence of enterprises in the entire supply chain.

The bureau plans to continue to organize information and training courses to enhance awareness of container safety procedures and provide updated information on the trend of terrorism and illegal pport.
